RECOGNITION OF DISTRICT SUNSHINE STATE SCHOLARS - CAROLINE HOFFNER

(Linda Guilfoyle, Director of Curriculum, presented this item as Ms. Hoffner was unable to attend.)

The Florida Department of Education recognizes high school seniors for excellence in mathematics and science. Each area high school nominated a student for outstanding achievement in these areas.

The School Sunshine State Scholars are:

Chana Cannon - Palmetto High School
Scot Vensel - Manatee High School
Devon Mertz - Bayshore High School
Laura Thayer - Lakewood Ranch High School
Michael Lopez - Southeast High School

Michael Lopez of Southeast High School was selected as the District Sunshine State Scholar and represented Manatee County at the regional level by taking a test that covered mathematics through precalculus and science through physics. If chosen, Michael will represent Region IV in the state competition.

Audience and Board Members applauded the students and those parents in attendance.

REPORTS AND PRESENTATIONS

BIRTH ANNOUNCEMENT

Mark Barnebey, School Board Attorney, announced the birth of a daughter to Mr. and Mrs. Jamie Ebling (Substitute School Board Attorney) on Saturday, January 24. He extended congratulations to Jamie, Melissa and baby Ava.

HISTORY OF SCHOOL: BASHAW ELEMENTARY SCHOOL

Bashaw Elementary School was named for one of Manatee County's most outstanding educators. Marianne Lorentzen, Coordinator of Community Relations, provided a brief history of the school, and informed the Board and the community of the significant contributions that Dr. Bashaw made toward education.

IMPACT FEE STUDY - MR. PAUL TISCHLER, TISCHLER & ASSOCIATES

Mr. Paul Tischler of Tischler and Associates presented the results of the impact fee study and the report dated January 8, 2004. He responded to questions of the Board regarding the recently revised impact fee study.

PUBLIC COMMENTS

1.  Jay Brady (Executive Director of Gulf Coast Builders Exchange) - said there are significant issues with regard to methodology of this process. He requested additional time in which to allow his consultants an opportunity to review the study and reports prior to Board action on the issue.

2.  Britt Williams (Homebuilders Association of Manatee County) - spoke in opposition to any proposed increase in the educational impact fee. He suggested implementation of a better process for evaluating the need for increased impact fees, and for the Homebuilders Association to have an opportunity to work with the School Board regarding this matter.

Mrs. Harvey moved, with a second by Mr. Miller, to approve the Consent Items as amended. Motion carried 5-0.

Rejection of Request for Quotation on Fencing - Myakka Elementary School, MCSD No. 04-0071-ML

Rejected Request for Quotation on Fencing - Myakka Elementary School, for review and revision of the specifications and scope of work.

Approval of Purchase of Software Maintenance Agreement from CrossPointe

Approved the purchase of the Software Maintenance Agreement from CrossPointe for the period from February 1, 2004 to January 31, 2005. The cost of this service is $43,380.00, which will be funded from the Fiscal Year 2003-04 Budgetary Account: General Fund; Technology Information Services; Central Services; and Rentals.

Approval of Renewal (2) of the Contract with MAXIMUS, Inc. of Virginia and the School Board of Manatee County for Medicaid Reimbursement Services, MCSD No. 02-0107-SS

Approved of contract with Maximus, Inc., of Virginia for Medicaid Reimbursement Services. Maximus, Inc. of Virginia will be paid 10 percent of the Medicaid dollars received by the district during the contract period. The annual fee for the consultant under this contract is estimated to be $84,000.00.

Approval of Renewal (1) of the Use of the Pinellas County School Board Bid on Audio Visual and Video Equipment, MCSD No. 03-0092-BT
