NEW BUSINESS - CONTINUED Dan Hoffman, representative for Dr. Krisel, suggested it is too early for the Board to determine whether or not it is appropriate to suspend Dr. Krisel without pay. Mr. Barnebey cited Statutes in defense of the Superintendent's recommendation. Mrs. Harvey moved, with a second by Mr. Kinnan, to approve the Petition for Suspension Without Pay, effective Tuesday, April 20, 2004. Motion carried 5-0. APPROVAL OF APPOINTMENT OF CAROL FELTON, ASSISTANT PRINCIPAL OF HARLLEE MIDDLE SCHOOL Superintendent Dearing said the emergency item is regarding the appointment of a principal at Harllee Middle School. Dr. Dearing listed the reasons for placing this item under New Business: 1) Scheduling - one of the finalists was from out of state, and Dr. Dearing did not finish the interviews until 5:30 p.m. on Friday, too late to be included in the Superintendent's Friday Update. 2) we need to do the transition for Harllee Middle School, the position being an 11 month (216 days) position; and at the same time his recommendation is coming from one of our high school assistant principal ranks; and, 3) we need to advertise to get that replacement before the school year ends. The Superintendent introduced Carol Felton, Assistant Principal at Southeast High School, as his recommendation to fill this position. Dr. Dearing recommended appointment of Carol Felton to Principal of Harllee Middle School. Mrs. Harvey moved, with a second by Mr. Brunner, to approve of the appointment of Carol Felton as Principal, Harllee Middle School. Motion carried 5-0. APPROVAL OF ELECTA ARCOTTE LEE MIDDLE SCHOOL - CONCRETEABLE GRANT PROJECT - AGREEEMENT BETWEEN OWNER AND CONSTRUCTION MANAGER - GUARANTEED MAXIMUM PRICE Electa Arcotte Lee Middle School was constructed in 2000 and it is currently used as a shelter facility. Replacing the existing portables with concreteable units will increase the shelter capacity. The scope of work is to increase the shelter capacity of the existing facility and utilize grant funding from The Department of Community Affairs. Included in this project shall be six classroom concretables to be located on the south side of the campus. The purpose of requested action is to engage the services of Willis A. Smith Construction, Inc. as the construction manager and approve the Guaranteed Maximum Price for the Electa Arcotte Lee Middle School Concreteable Grant project. The Department of Education has not approved the Spot Survey. The funding sources do not require an amendment to the Educational Plant Survey. It is included in the Five-Year Plan. The Architect/Engineer is Fawley Bryant Architects, Inc., currently on the District's continuing contracts list; the Construction Manager is Willis A. Smith Construction, Inc. currently on the District's continuing contracts list. The Construction Manager Fee is $671,353.00. The fee for Construction Manager services for Electa Arcotte Lee Middle School - Concreteable Grant Project is $671,353.00. The fee is included in the total project budget of $750,000.00. The project is funded from account 42003723806.4688.7400 - 100%. The Superintendent recommends Approval of Electa Arcotte Lee Middle School - Concreteable Grant Project - Agreement Between Owner and Construction Manager. APPROVAL TO UPGRADE ONE HEALTH AIDE POSITION AT MOODY ELEMENTARY AND ONE HEALTH AIDE POSITION AT PRINE ELEMENTARY TO LICENSED PRACTICAL NURSE (LPN) TO FILL CURRENT CLINIC VACANCIES Students with medically complex needs are attending schools in greater numbers each year. This includes not only the Exceptional Student Education (ESE) students, but also any student with medical conditions such as diabetes, asthma, and seizure disorders. As a result, schools require staff with specialized skills and training to meet these medical needs. In the past, the staffing for school clinics included one Registered Nurse (RN) and one health aide (2 Full Time Equivalents). In an effort to be more cost effective, RNs are now responsible for two schools which reduces the staffing to 1.5 FTE per clinic. However, to maintain safety and quality of care, health aides are being replaced by LPNs through attrition. This provides the school with a higher level of medical expertise when the RN is not on campus. This staffing pattern has been discussed periodically in administrative meetings and is part of the Exceptional Student Education/Student Services Strategic Plan. This provides the school with a higher level of medical expertise when the Registered Nurse is not on campus. LPNs, in lieu of health aides is better for the students and lowers the liability of the School Board. The difference in the health aide salary and the LPN salary is $6,9970.00 annually, including benefits. Therefore, to upgrade both of these positions will be an increase of $13,994.00 and will be paid out of the general fund. Coding line will be 31301010000.4161.6130. The Superintendent recommends approval to upgrade one health aide position at Moody Elementary and one health aide position at Prine Elementary to Licensed Practical Nurse (LPN) to fill current clinic vacancies. Mrs. Harvey moved, with a second by Mr. Miller, to approve to upgrade one health aide position at Moody Elementary and one health aide position at Prine Elementary to Licensed Practical Nurse to fill current clinic vacancies.
