SCHOOL BOARD WORKFLOW CHART Board Members commented regarding revisions and additions to the School Board Workflow Chart. (A copy of the current Workflow Chart can be found in the Superintendent's Office.) NEW BUSINESS NAMING OF EXISTING FACILITY - BLACKBURN ELEMENTARY MEDIA CENTER Media Specialist Cilla O. Beckett is retiring after 28 years as the media specialist at Blackburn Elementary School. Because of her commitment to excellence for 28 years to Blackburn Elementary School and because she continually introduced students to the love of all aspects of media from books, videos, to current technology, the SAC (School Advisory Council) would like to name the media center in her honor. There is no fiscal impact. Debbie Spencer, Art Teacher at Blackburn Elementary School, thanked the Board for this opportunity, and spoke favorably on behalf of Ms. Beckett. The Superintendent recommends approval of Blackburn Elementary SAC's recommendation that the media center at Blackburn be named Cilla O. Beckett Media Center. Mr. Miller moved, with a second by Mrs. Harvey, to approve of Blackburn Elementary SAC's recommendation that the media center at Blackburn be named Cilla O. Beckett Media Center. Motion carried 5-0. APPROVAL OF JOB DESCRIPTION AND POSITION FOR A SAFETY AND SECURITY SPECIALIST Due to the District's rapid growth and the societal changes that require more attention to safety and security, a full-time safety and security professional is needed to achieve the District's goal of providing a safe and secure learning and working environment. The District currently has an agreement with Gallagher Bassett Services, Inc. to provide the services of a loss control consultant at 840 hours/year at a cost of $80,072.00. These services are paid out of the District's workers compensation fund. Gallagher Bassett has agreed with District personnel's assessment that the needs of the District would be better served by a full-time position. A full-time Safety and Security Specialist position will allow the District to more efficiently achieve the Board's goal of providing a safe and secure learning and working environment. The contracted loss control consultant's time will be reduced from 840 hours/year with the savings used to fund a full-time Safety and Security Specialist. The position will report to the Risk Manager and be established as Supervisory, Administrative, Managerial and Professional, Pay Level D-10 with an estimated salary, including benefits, of approximately $60,000.00. This change will, at the least, result in a neutral impact to the district's budget. The net effect of this change will be budget neutral. Forrest Branscomb, Risk Manager, spoke in support of this position and answered questions of the Board. The Superintendent recommends approval of the Safety and Security Specialist job description and position. APPROVAL TO SUBMIT THE HIGH SCHOOL READING COACH GRANT APPLICATION FOR THE 2004-2005 SCHOOL YEAR The Florida Department of Education notified our district of a grant competition, which would provide $7,000,000.00 statewide for the 2004-2005 school year, to hire and train high school reading coaches. This grant application requests the hiring of seven full-time and two half-time reading coaches for the following high schools in Manatee County for the 2004-2005 school year: Bayshore High (one), Community High (one), Lakewood Ranch High (one), Manatee High (one), Palmetto High (two), and Southeast High (one); Horizons Academy (one half-time); and Richard Milburn Academy (one half-time). The total of $595,020.00 would pay for seven full-time and two half-time reading coaches for the 2004-2005 school year. This amount includes salaries, fringe benefits, training, materials, and travel for the reading coaches. No matching funds are required. |
