Dr. Brenda Bayly, Director of Planning, Accountability & Evaluation, reviewed the steps that have been taken to arrive at tonight's proposals. On December 1, 2003, the Board approved the procedures for a redistricting committee and a timetable as recommended by Superintendent Dearing. She outlined the process by which the committee was formed: each principal of the five middle schools that could be affected to identify three parents, three teachers, and one administrator from their school who would be willing to take the time to participate in the committee, and each principal of twenty elementary schools were asked to identify one administrator, one parent, and one teacher from each of those elementary schools to participate (to ensure input from parents of 5th-grade students who could be impacted by the boundary decisions). Dr. Bayly that recounted that the first organizational meeting was held on December 17th at Johnson Middle School, and attended by nearly 100 of people, at which time Superintendent Dearing gave the charge to the committee members of what the expectation was and what the parameters were for their redistricting committee efforts. Three sub-committees were formed. Dr. Bayly was assigned to serve as staff resource person to Committee A; Herb Tschappat (Director of Secondary Schools) assigned to Committee B; and Danny Lundeen (Supervisor of Student Accounting) to Committee C, to make sure that committee members had as pertinent and current information as possible, including all the variables that they identified during the course of the redistricting committee meetings. From January 27 to February 3, the subcommittees met all over the county. Each subcommittee had at least three meetings, and were provided with any information they requested. On January 27 the full committee reconvened in the Board Meeting Room of the School Board Administration Building, and each subcommittee presented their proposals. At that time, some of the subcommittees went back and made some revisions to their recommendations, and there was a great deal of discussion. On February 10, each subcommittee presented its proposal to the Board in Workshop. She emphasized that every subcommittee was very vocal, very active, with a great deal of differences of opinion. Dr. Bayly commended the committees and their members for the extraordinary job in coming together for one common proposal. She further reported that after the February 10 Board Workshop, the three proposals were posted in the elementary and middle schools that could be affected by the changes. At the same time, the public notice was posted for this meeting tonight. The committee members presented all three proposals to their SAC and PTO committee meetings at each of the affected schools so that every person in the community that could be reached was informed of what was being considered by the Board. At the same time, both newspapers were very supportive in assuring that the community had all of the information that they could provide, including the publication of the times and dates of SAC meetings. Dr. Bayly again recognized the tremendous effort of all committee members. |
