Executive Summary
The purpose and effect of developing the amendment to Rule 4.3 is to better define the needs of English Language Learners (ELL). The roles and responsibilities of all stakeholders in the School District of Manatee County are better defined and will ensure that appropriate services are provided to the ELL students.
Approving the advertising and setting a public hearing assures compliance with the provisions of section 120.54 (3) (a) 1, Florida Statutes (2008). A copy of the proposed change is attached with new language indicated by underlining and deleted language indicated by strikethrough.
The Superintendent recommends approval of advertising a Notice of Rule Development to amend Policy 4.3, Education of Limited English Proficient Students, and setting Public Hearing on the proposed amendment at the Board Meeting scheduled July 13, 2009.
