A bid was issued for CNC Lathe for the new Manatee Technical Institute and was rejected on November 12, 2012 as there were no responsive bids submitted. Additional research produced two quotes for comparison. A decision has been made to move forward with the purchase of Doosan Lynx CNC Lathe from QMP Enterprises d/b/a APT Machine Tools.

Florida Statutes Section 1010.04(4) states, “Alternative procedures for purchasing – The State Board of Education may, by regulation, provide for alternative procedures for bidding or purchasing in cases in which the character of the item requested renders competitive bidding impractical.”

State Board Rule 6A-1.012(10) states, “A district school board, when acquiring, whether by purchase, lease, lease with option to purchase, rental or otherwise, information technology resources, as defined in Section 282.303(13), Florida Statutes, may make any acquisition through the bid process as described herein or by direct negotiation and contract with a vendor or supplier, as best fits the needs of the school district as determined by the school board.”

The supplier for CNC Lathe for Manatee Technical Institute, APT Machine Tools, Division of QMP Enterprises, Phoenix, New York, Florida Document No. F11000002458.

The Superintendent recommends the approval to purchase CNC Lathe for Manatee Technical Institute, in the amount of $79,980.00.

The expenditure for this purchase is $79,980.00.  The expenditure is a capital expense and is included in the approved 2012/2013 Carl D. Perkins Postsecondary Grant.
