Approval to Offer On-Time Retirement Incentive program for AFSCME (American Federation of State, County and Municipal Employee, Local 1584) Employees - p.50

Executive Summary

Consistent with the Superintendent’s amended budget presented to the Board on September 17, 2012, the District will offer an on-time retirement incentive program for AFSCME employees for the fiscal year 2012-2013. This incentive program was offered to AFSCME employees last year and the District saved $311,322.00.

On October 22, 2012, the Board approved an on-time retirement incentive for SAMP (Supervisory, Administrative, Managerial Personnel) and non-bargaining employees. At that time, AFSCME personnel were offered the opportunity to participate. There was interest from AFSCME and a Memorandum of Understanding was executed between the District and AFSCME. 

Eligible employees would receive the following benefits, which mirror last year’s program:

  1. One month of salary (20 days of salary)
  2. A ten year term life insurance policy in the amount of $25,000.00. The cost of this term life policy is $2,340.00 for the ten year period.
  3. First three months of retiree single health insurance free. The total cost of this benefit is $1,362.00 for the three months.

Eligibility for this program shall be defined as employees:

  1. Eligible for normal retirement as defined under Florida Retirement, or
  2. At the top of the salary schedule or within three steps of the top of the salary schedule, or
  3. Two full years of DROP (Deferred Retirement Option Program) left, and
  4. The employee shall agree to retire or resign no later than December 31, 2012 with an effective date of no later than July 31, 2013. Resignation/retirement as defined in this program is not defined as entering DROP.

Employees receiving benefits under this On-Time Retirement Program will not be eligible for rehire with the Manatee County School District for five years.

To receive the benefits of this program, the employee must be in good standing with the School District. Good standing in regards to this determination will be made by the Superintendent.

The Superintendent recommends approval of the On-Time Retirement Program for AFSCME employees.

Motion and approval of the On-Time Retirement program for AFSCME employees.



Financial Impact

This is one recommendation of the Superintendent’s budget recovery plan. The financial impact will be determined through actual participation in the program. Last year ten employees participated for a savings of $311,322.00.
